If I were DM on a non-ReefSeekers trip (no rule about surface OOA = last dive):

I would get the divers aside before the next dive and spend some time discussing how they should have worked together to get back to the boat in better shape. We would have discussed navigation, getting through kelp (under), monitoring each other's spg, etc. I would have tried to make them into better divers for their experience. It would be difficult to do this along with other tasks, but it would be time well spent.

If I were a diver on the trip and came up with no air left, knowing the rules, I would have tried to explain what happened and why I should be allowed to dive again. If the charter insisted on enforcing the rule, I would go along with it and consider it a lesson well learned.
