Simply, overfishing has depleted not only populations, but the fishing in general. This is typical world wide. Experiments were done with making areas of the best habitat into reserves. It was found that starting in as little as 3 years, the fishing in the surrounding non-reserve areas improved dramatically. This has been repeated in a number of places and always met with initial opposition (the usual), but proved to be successful enough, quickly enough (far faster than they claim initially) that the local fishers almost always come to support it. The alternative is not pretty.
