Generally, whoever is responsbile for the charter will be the one setting the rules/guidelines. If it's an open boat, that'll be the boat operator. If it's a charter, that'll be the chartermaster.

But understand one imoportant thing. Although we didn't specifically inform Tim about what was happening with this specific incident (as detailed previously), chaterers and boat operators work hand-in-hand running the trip. There's a lot of dicussions about sites, quality of divers, problems, gate times, etc., that happens between the two but out of sight of the divers. Neither the boat operator or the DM/charterer operates in a vaccuum.
