Given that situation, and no extenuating
circumstances, my response would be that they
weren't diving again and weren't getting on my boat
again. I've got a boat, and there are three people
who aren't allowed on it for roughly such behavior,
and one for simply not showing up at the dock and
leaving me waiting in the rain for an hour.
An extenuating circumstance would be something
completely beyond their control and properly
handled. Stuff does happen.
