I see your point, but a great number of those questions are merely speculative and require hypotheticals....... most never get answered.
On a side note, I assume this is your policy on foreign trips? What would you have done with me, after surfacing from a dive off Mike Ball with 0 psi....... Spent twenty minutes swimming around UW, and then, when air was 0, on the surface, with a Minke whale.

If no, reminds me of "zero tolerance" policies instituted by a number of schools, resulting in expulsion from school for having a bread knife in the bed of your truck from helping your grandmother move into a nursing home (L.A. Times, circa 2001).
