That is illogical. If you believe you're tempting fate, you should ban such an unsafe diver from ANY FUTURE TRIP.

But then, you could also apply a different school of thinking. Knowing that OOA incidents don't happen too often, you could think that a diver who just had such an incident is now safe above average from that happening again anytime soon. You could even accept only divers with an OOA history and make it a particularly safe trip.
