April... April is not promising. There may be wind or some algae bloom, but it should be the end of spring. Fortunately there is some good diving nearby.
Look at http://californiadiveboats.com/ and look for a boat out of Long Beach, San Pedro or nearby. Look at the schedules for something to Catalina, San Clemente or Santa Barabara Islands. Catalina is probably your best bet. You might even want to take a shuttle to Avalon and catch a boat there.
Look at the boat web sites for gear suggestions and conditions. Look at www.diver.net/seahunt for any information about the diving, weather, Catalina, boats, gear, etc.
Water temp is likely to be maybe even just 65 degrees. It is before the water starts to warm any. Plan on a 7 ml suit. It is more challenging than warm water. A good suit keeps you from being distracted by to many new things.
The diving is spectacular. You may well see a Giant Black Seabass
