You raise an interesting point. In a resort setting, instructors are sometimes (often?) pressured into taking on more students than they're comfortable with and cutting corners with standards. Without knowing more about the situation, it's hard to understand why this instructor decided to send this student out with a DM (and a rather poor one, at that). If she willfully did this on her own, for what ever personal reason, then I'd say she isn't the kind of person who should be teaching people how to dive, and she probably should have her instructor certification revoked. But if she did this because the resort overloaded her with students, then a three month suspension is probably fair, given that the resort has to shoulder some of the blame (and should probably have their "5-star" rating revoked at the same time).
