The boiler sits on the barge/boat along with the air compressor/bottle bank, sucks water in from a few feet below the surface.
The Gulf has a fair amount of Portugese Men O' War, they ride on the surface with tendrils hanging down several feet.
EZ for them to get blown into the side of a barge & up the suction hose.
If indeed there's a real "Brian", the pieces of the puzzle are within the realm of possibility.

That's what makes it such of a great Urban Legend, it COULD have happened, but did it???
