I have a set of double USN 50s, has a smaller version of the same buckle.
Think it's for rigging cargo drops, according to my riggers catalog.
I scrapped out an old Voit like that, just kept the yoke fitting.
Got spoiled with the Royal Aqua Masters & Snark IIIs.
