We just set up a semi private for a father/son tat was only a teeny bit more that a well known independant shop near here.

They are $400 plus $100 for gear rental. If you buy $1,600 worth of gear before you learn anything, they give the class for free.

I know a few shops in that price range. They do not treat the classes as loss leaders. Based on things like location, they seem to manage to keep filling classes.

And some have pools so warm that the first time a student tries skills in a 7 mil wetsuit and "realistic" weightbelt in in the ocean. Although I hate that it is colder for me when I hang out, I think the students do much better on their ocean work after learning to deal with all the gear in a cold pool.
