The topic was addressed in 1997. Here's the excerpt of interest.
"In August, we informed you of the OSHA requirement for a secondary air supply when conducting non-scientific diving and that OSHA accepts a manual reserve valve (J-valve) as a reserve air supply. We received several requests and last month distributed 70 J-valves to various units. NDC will complete outstanding orders as soon as aditional valves arrive. You are authorized to use your exsisting tank valves until you receive the replacement J-valves. If you require additional J-valves, please contact Steve Urick at (xxx) xxx-xxxx."
