Yeah, I'm not sure the technology exists for what you are talking about. There are such things as underwater pens, but these are made of mesh netting, which would be really innapropriate for fast-moving pelagic species. Anything with more solid walls just wouldn't work because it would be too inflexible to deal with open water conditions.
