It is illegal only in marine reserves like Casino Point, Lover's Cove, Toyon Bay, Blue Cabven Point and I believe the West End Invertebrate Reserve. Elsewhere it is "legal" to kill sea urchins although technically you may still require a permit from CDF&G to do so.
