The US government announced that they were not going
to turn SA back on because of the war in Iraq. And
they have not.
It is widely believed that the US has a localized
jamming/spoofing system that will confuse the
other guy's civilian GPSs but not the encrypted
military signal. So, if you are in Iraq, you better
not use your Hertz NeverLost. ;-)
But no problem here at home.
