Spearing moray eels: dumb gets dumber

Check out page L11 of last Sunday's L.A. Times Travel section: picture of kid with a moray eel he just speared. Question: was he trained to snorkel/spear by PADI or...? The travel section must have some real brain dead editors to let a picture like that grace its graceless pages.
