When do the market squid come shallow to lay eggs?

I'm fairly new to the sport, and living in SoCal the end of lobster season has prompted me to look for other delicous sea critters. My first choice was Halibut.

I understand (correct me if I'm wrong) that the best/easiest time to spear Halibut is in the Spring when they move shallow to feast on the dying market squid.

Few questions:
- When does this happen?
- At what depth is best to see the squid egg castings, and search the seafloor for butts?
- Does water temp/currents have anything to do with it?
- Can we shoot and eat anything else that feasts on this food abundance, like thornback or bat rays?
