No, that is not a Pacific electric (torpedo) ray (Torpedo Californica). An electric ray has no stinger.
It is a round stingray (Urolophus halleri) or very similas. However this one is more spotted than I have ever seen before so may be somthing that came up from the South durring an el niño.
