You are misdirecting the focus here. The anxiety caused by inciting state vs. municipalities is one kept within their own walls, not to you and me the commoners.
Use the correlation he spoke of and then tell us no one will get upset.
If the problem is for real and the effect is tracable back through to a cause, make that the cause, then action will be taken.
