If you have read some of the responses to this discussion you would see that very few are up to speed ecologically speaking about the negative effects that pollution from many different sources has on the ocean environment. One person even thinks that the sewage dumping is good for the ocean and another thinks that urban runoff isn't a problem. We have a long way to go to resolving the problems. Reporting abuses is one way to go but changing the way people think and act will have far better long term results. We are all polluters in one way or another and rather than point fingers why not start with ourself by making improvements where we can and work outward from there? Who are you?
