Just like oil, the best long term strategy would be to sit on our reserves while buying all the import that any other country is willing to sell for as for long as we can.
This measure will have the effect of depleteing the local waters of market species, (claims of sustainability notwithstanding) ultimately assuring the need to eventually shift to an import source of fish. Why not skip the local depletion and go directly to the foreign market as a source?
With the understanding that any time a fisherman tells you that his catch is "sustainable", history dictates that you must take it with a grain of salt...
This sounds like a local version of the Magnuson Act.
