This measure will have the effect of depleteing the local waters of market species, (claims of sustainability notwithstanding) ultimately assuring the need to eventually shift to an import source of fish. Why not skip the local depletion and go directly to the foreign market as a source?

With the understanding that any time a fisherman tells you that his catch is "sustainable", history dictates that you must take it with a grain of salt...

This sounds like a local version of the Magnuson Act.

which was responsible for the most significant fisheries collapse in modern history...
