I don't personally know any instructors in those areas. I would however find a good instructor and not worry about which agency or shop, go for the instructor.
I can reccomend Dalia Sosa who teaches out of Ventura Dive & Sport in Ventura. Perhaps someone else can recomend and instructor farther north.
