For the most part it is subjective.
I consider it the distance where I can clearly decern details of what I see.
You can usually make out vauge shapes at greater distances, however when I approach the object, the distance I am when I recognize it is the visability distance.
In the same water, visibility can be greater if the sun is out, becasue better lighting is available.
Simillary at night the visability greatly depends upon the lights you use, their brightness, and focus.
