In recent years there has been an annual die off of sea mammals do to a build of of domoic acid in thier systems. It has occured each March through June.

I don't know if they are removed at Catalina. Along our beaches on the mainland in Soouthern California they are removed as part of the regular beach cleaning effort becasue decaying bodies are a health hazard.
