Try this:
Put the camera in manual mode.
Set the shutter for 1/30 of a second. This is much longer than the flash and allows the blue in the background to be exposed. If you use anything longer than 1/30 your imiamge is likely to be blurred.
Set the apature (f-stop) as needed for your strobe. Try using the smallest apature (largest f number) possible to increase your depth of field. I ususally use f-8.
This should be a good starting point. However most situations will require some adjustment.
