I have never been to Refugio or Gaviota, however here are some thoughts on SCUBA Tanks.

The biggest difference is 15-20 cu feet of air, with the 95-100 over the AL 80, the weight of the tanks, and the bouyancy of the tank when empty.

I prefer the high pressure steel tanks because they are physically smaller than the AL80 or steel 95 tanks. The HP Tanks are rated at 3500 psi.

Steel tanks do not have the big shift in bouyancy like AL tanks.
