scuba is probably very risky for anyone with that much bone development to do. The data is not all in, but it seems that well before there is DCS, there is some bone trauma from nitrogen. That suggests that they definately should not be diving deep.
Besides that, at that age, I cannot think that many kids are ready to dive physically or mentally.
The question I would ask was is it her idea or her parents?
