I cannot agree more about the need to educate parents BEFORE they allow their child to dive. Heck, you would think that the Parental Dive Specialty would be a popular idea since it sells more patches - er I mean courses.
The problem is that the parent card needs to mean something more than an "Advanced" card. It needs to have tough practical-based tests of planning, inwater skills, and resuce -- especially self rescue. After all the parent who buddies with a young diver is a solo diver when it comes to having a reliable buddy to save him.
I was thinking that something a little less than a normal DM program, but not much less. You could scrimp on some of the book work.
