Heavy rough surfg will almost always kill visability, however there are many variables.
Plankton blooms have a strong effect.
Runoff after rain will kill the visability, plus raise the bateria count for a week or more.
Strong Santana winds push the surface layer of the water out, and bring up cold water from the deep. Sometimes this makes the visabilty great, other times, if there is a deep plankton bloom, it will suck.

In general heavy rough surf, and strm runoff will always kill visability. Other varirables are mouch more of a crap shoot.
