Yes, the Fortress is the same design as the danforth, but a 7 lbs anchor is good for a boat over 26 feet.
No anchor works well in rocks unless it has a hook to engage the rocks, & fouling is always a problem. I've gotten every type of anchor stuck in rocks before.
Sand & hard mad bottoms are the best holding grounds for most type of anchors (Bruce, CQR, Danforth, etc).
A Neptune 24 is a sailboat? If so, yes, a 11 lbs Bruce would be fine for a lunch hook & stern anchor, but I would have a 15 lb Bruce or an FX-11 Fortress (7 lbs) anchor with about 40 feet of chain as the main.
I like to be able to go to bed at night on the hook knowing that I will not go anywhere.
