I'm inclined to side with Brad here. A quote from the article struck me:
"Consequently, MPAs in Mexico have failed to
fulfill management and conservation objectives because of weaknesses of the initial objectives, design, and level of enforcement." This is an interpretive statement of causality, and, as every good scientist knows, he/she is getting into tricky territory when making such statements. It is, nevertheless, interesting to note that the authors cite level of enforcement as one of the reasons they think the MPAs have not worked in Mexico.
