Cresent Beach (Seal Rock) in Laguna Beach for a shore dive. Normally sea lions there for you to play with along with a eel or two. But off a boat would be better as it would move around and you could visit our kelp forrest (Beach dive for kelp: Malaga Cove/Haggerties, Leo, Point Dume, Malibu Road, and various sites in Laguna Beach).
For a dive boat the Great Escape out of Long Beach is excellent. Just about any site they take you to would be good.
