Most likely a great white. Seals, lots of sea birds nearby, murky water, and a silouhette that looks an awful lot like a seal... perfect conditions for your standard great white stealth attack.

Very sad, but one hopes that the general public will realize that the shark was simply doing what millions of years of instinct and evolution have led it to do. So often sharks get undeserved reputations as cold blooded killers for doing nothing more than following the instinct of their design.

If your going to float around on the surface in the company of an apex predator's main food source, you've got to realize that you're taking a massive risk.
