Officially, it is illegal to spearfish in Mexico on scuba or with pneumatic guns. Free diving with spring or band guns is allowed but requires a Mexican fishing permit for the boat and for the individual diver.
It is also illegal for foreigners to take inverts such as scallops or lobster.
