For what you are saying, leaving from SB harbor, you cannot do better than to go about 1/2 mile north of the harbor to the huge reef just where the cliffs start to rise. It's a big kelp bed that's hard to miss. It's a neet reef with cracks and crevices you wouldn't believe. Go!
Other than that, just go up the coast off of Goleta in the evening and spot a kelp bed.
Better yet, go south to the giant reef off of Carpenteria. It has bugs and shallow holes.

    What! You want a bugging picture of the place! I can do that too. Healthy kelp bed just off shore. think about going in shallow.
