It is a fishing licence stamp that is requiered if you are going to take game in ocean waters south of Point Conception, which basically means all the ocean waters of Southern California.
This area includes all eight of the Channel Islands.
The current list of fees shows that an Ocean only licence is $18.10 and the Ocean enhancment stamp is $2.65, totaling $20.75 for an ocean onlt licence for Southern California.
