If the diver had a horse collar BC and steel tank he would have more likey floated face up. However the Aluminum tanks, and jacket (especially back inflation) BCs most divers wear tend to float an unconcious diver face down. I beleive that is part of the reason our military still uses horse collar BCs. They are far superior for saftey in such situations, and are nicer to dive with as well. Their only drawback is they are a bit more difficult to doff and don, and in my opion perform better than any backplate setup for single tanks, and have an added saftey factor.
