The best bet for diving on a dive boat. There are many good dive boats in Monterey, and also out of Ventura, Long Beach, Redondo Beach, & San Pedro which are all easily within reach from Santa Monica.
Check out CalifotniaDiveBoats.com and check the boats schedules.
In Montery I would suggest perhaps the Montery Express or Cypress Chaarters. In Ventura the Peace or Spectre.
