Here's a link that gives some info about Piedras Blancas beach where the elephant seals congregate, including a schedule of when they are likely to be there:

They used to let people walk on the beach, which some yahoos took as an invitation to slap seals' butts and run away. (I guess they'd never seen a 1,500 lb bull hauling ass across the sand!)

Now the bluffs above the beach are roped off, but you can still get some good shots with a decent long lens.

I don't know anything about diving there, but I'm sure you can find access to the water nearby.
