It's only a guess, but somewhat educated. River eels can go to 600 volts, so that's about the max. Watching a Cousteau special, a diver was picking up good hits at about 5 feet away. (I think Mel got off easy). I have a lot of experience with shocks, so gauging distance and effect, I'd guess 300 volts max.
I'd love to hear test data.
