Hmmm. April can be a tough time with winds and poor visibility. It can be good though. That time of year, I recommend going to one of the Islands, probably Catalina. You should get good vis and temps should be around 60 degrees. It's the coldest time of the year.
Oceanside is between the San Diego Diving and the LA diving, so look at the post below this to see about the San Diego Diving.
For going north, you can look at www.californiadiveboats.com and find a boat out of Long Beach or San Pedro. Check out a schedule for when you are there.... Also, I think there may be a boat out of Dana Point. That is much nearer to Oceanside.
The other option is to take the Catalina Express and go to Avalon. I think you can catch it in Newport Beach (closest to Oceanside). You could then dive the preserve at Casino Point.
