I've not yet been to Pt. Lobos, so I'm curious why certain beaches would be off limits?

Looking at the website, it seems there are a number of rather restictive regulations at this state park such as:

"Frisbee, softball, kite flying, etc. are not compatible with the purpose of a reserve and are prohibited. Boogieboards, surf mats, the use of wetsuits and other equipment is not allowed at China Cove or Gibson Beach. "

And the diving regulations go beyond even the Laguna Beach snorkle nazis by requiring reservations, mandating equipment/buddies and even placing restictions on free diving.
