The sony PC-1XX series is a good combination of small form factor and good enough quality. Some of the newer models are just packed with features. Most of the major housing manufactures make housing for this series as well, you should research specifics against your budget and minimum standards. The only draw back is they are almost all 1 chip cameras (I heard a rumor of a 3chip version, but have not seen.).
For the 3-chip cameras I like the TRV900 and TRV950. Personally I use a canon optura + amphibico housing, almost 400 dives without any problems, but it's 4 yrs old.
