Peer pressure is a key element of effective regulations. There never has been, nor will there ever be, enough game wardens to make people behave. Most of us respect the game laws out of choice because we understand their purpose and the consequences of their failure.
Education and communication are also important aspects because regulations are only as effective as they are understandable. Unfortunately, in the process of squeezing every drop of opportunity out of our resources, we have made them disturbingly complicated. We are trying to improve our education and communication efforts, but we are being hampered by the consequences of the budget crisis.
I believe each and every one of us share in the responsibility of educating those ignorant of the rules and helping keep people honest.
We and the next generation of divers and anglers appreciate the help.
