Easy, do what we used to do running on the boats. Make it very clear that ignorance of the law is no excusse, & anyone caught taking illegal/short game will be promptly reported to DFG. Let the "law" take it from there. Maybe if the DFG gets into their pocketbook they will then take the FREE rules book provided and read it.
