Not all fisheries have been a disaster, but many have clearly not gone well at all. Part of the reality is that managing marine resouces has been difficult because of all the variables, some of which we have limited control over, and other no control. I do think we have witnessed a clear recognition of these limitations which have resulted in much more conservative management strategies both at the Federal and State levels.
