They should be cited for littering and forced to come and get their traps as well as pay environmental impact fees for destroying kelp and lobsters. There should be a minimum depth set at which no lobster traps can be set, let's say 25 ft. so that they don't trap shallow and end up loosing traps. They should also have limits on the number of traps they can set, that way they will take better care of them instead of casting them far and wide and forgetting about them. Also, the State of California should be the only seller of traps at $2500 each in order to raise revenue. Just my thoughts, I'm not a communist, just against outright raping of the lobster fishery and wayward traps. Thanks, Bye
