While I am no great fan of the late Governor Davis, the characterization that he pushed through the closure is just plain wrong. It shows a) a lack of appreciation for the facts, the concepts of refugia around the islands has been worked for at least 10 years, the public process had endless meetings and public input if you count the CINMS workshops and everything else b) some consider the process a failure since the best science indicated that up to 50 percent should be closed
