Appears he was paying attention to everybody and made the best rational decision between the extreme environmental mindset and abusers of the resource.

The fringe of society only supports totalitarian solutions. You may find support in your group of total closure supporters but when you deny the recreation take, which has demonstrated can be managed properly, as in the North Coast Abalone Fishery, then you are throwing the baby out with the bathwater. This overreaction leaves you and your extremist group adrift from the mainstream consensus.
