The California Diving News has a listing of the many dive clubs in California. You could also check at your local dive shop for club outings. There are also many classified sections for dive buddy searches such as the one in the CDN, however I don't think I have to warn you that when you say "15 year old girl looking for dive buddy" that you will be bombarded by sleazes from behind every dark corner of the state.:-)
Your instructor may also have had students around the same age that are looking for buddies. Good luck and I hope you find a buddy to enjoy the sport with. Diving is too much fun not to want to share it.
